Can anyone tell me how I can import downloaded files into my Tom Tom Go910 ...example normal files look like
Radar_CH_Other_TomTom.ov2
the downloaded version looks like
Radar_CH.csv.OV2
Do I need to convert the file first?

csv stands for 'comma separated values', which can not be used by TT.
But, if you download the file from this site, you should get 'radar_ch.ov2' without the csv.
Don't know where that extra csv comes from ???
Maybe it is inserted by your download app?
I would try to load the file as it is (or maybe delete the csv part).
My guess is it will work.
