If I download the "Updated" POI file "The complete Australian Redlight Camera POI file" do I get the spoken alert message? I can no find the icon you listed below in your link.

There is a link to the mp3
have another look for the line, "Garmin MP3 (Audio alert for Garmin POI file)" that will link to the audio file.
