Hello, I registered my account last year.
I was able to download the POI files, and I believe it's life time?

Now if I click the poi files, it will show the add to card button and require 1$ payment?
Did the policy change? I need to pay each time?

Nothing changed. You can download our CSV, GPX and OV2 files. Can you?
