I have a garmin 265wt, can I convert CSV files to GPI and would this work better than CSV format. Question

No need to convert the file, just download the Navman or Garmin file and select which extension you require.
Use the POI Editor or POI Manager if you want to convert GPI to CSV files.

Hi
Download any CSV or GPX file and use POI Loader software to convert them to the GPI file.
