Does anyone know a downloadable map allowing one to click on various points on a map and output the clicks as waypoints or in any common GPS file format? |

... other then Microsoft's S&T, Garmin's Mapsource and Google's Earth???

I have been playing around with this tool found here: http://garmin.gps-data-team.com/poi_manager.php
You can actually have a listing of addresses, and have it convert it to a gpx file for POIs.
Then use a tool like POI Loader to bring those custom POIs into your Garmin.
