      What is the best way to design POI's? I would like to design one for hamradio repeater's in the state of Virginia.

To edit my POI files I use http://garmin.gps-data-team.com/poi_manager.php - POI manager with world maps. All what you need is to find your location on the map. I also use http://garmin.gps-data-team.com/poi_manager_online.php to create new POI files.
