Is there a tool out there that will convert a CSV file full of addresses to their proper Lat/Log values so I can convert that to a OV2 file?

You can use map tools:
1. Enter your zipcode/postcode or find your address on the map
2. Copy GPS coordinates
3. Paste GPS coordinates to your POI file, POI Editor or in POI Expert.
This is the easiest way to create and to manage custom POI files.
